EB 35 Annex 21, Part III, paragraph 10 (a) sets out the definition of baseline methodologies.

Glossary of CDM Terms, Version 03 sets out the definition of monitoring methodologies.

EB 35, paragraph 15 provides that baseline and monitoring methodologies for A/R projects must be developed together, using a single form (CDM-AR-NM). The Executive Board has clarified that once a methodology is approved, it may be used for both CDM project activities and CDM Programme Activities (CPAs) under a Programme of Activities (PoA).

5/CMP.1, Annex, paragraph 13 provides that where a designated operational entity (DOE) determines that a proposed A/R project activity intends to use a new baseline or monitoring methodology, it must forward the proposed methodology to the Executive Board for review prior to the submission of the project for registration.

EB 15, paragraph 9 clarifies that if an approved methodology already exists that is similar to the proposed methodology, the proponent must justify how the two differ.

EB 37, Annex 4 provides the latest procedures for the creation and submission of a new methodology.

EB 35 Annex 21 contains further guidance on completing CDM-AR-NM.

EB 37, Annex 4, paragraph 4 sets out the process for submitting a new methodology.

5/CMP.1, paragraph 13 sets out that once a proposed methodology has been created and submitted, it must be considered by the Executive Board as quickly as possible, but at least within 4 months.
