EB 32, Annex 38, page 2-3 clarifies that CPAs can be added to the PoA at any time during the duration of the PoA.

EB 32, Annex 39 sets out the full procedures for adding a CPA to a registered Programme of Activities and for the exclusion of additional CPAs.
