The process for forwarding CERs is set out in 3/CMP.1, Annex, paragraph 66.

The ability for CERs to be forwarded to holding accounts of entities authorized by non-Annex I, and the requirement for an entity to obtain a letter of approval from an Annex I party in order to transfer CERs from such a holding account to an account in that Annex I party's national registry is set out in EB 25, paragraph 108.

The modalities and procedures for forwarding of CERs also apply to forwarding of CERs from small-scale CDM project activities as set out in 4/CMP.1, Annex II, paragraph 11.
