Revisions to monitoring plan
Revisions to a monitoring plan are permitted in order to improve the accuracy and completeness of the information collected:
Revisions, if any, to the monitoring plan to improve its accuracy and/or completeness of information shall be justified by the project participants and shall be submitted for validation to a designated operational entity (3/CMP.1, Annex, paragraph 57).
Rules relating to the revision of the monitoring plan are set out in the Procedures for revising monitoring plans in accordance with paragraph 57 of the modalities and procedures for the CDM (EB 26, Annex 34).
These procedures state that if the monitoring plan is not in accordance with the monitoring methodology being used by a project, then revisions must be made to the monitoring plan:
In case that a DOE during verification finds that the monitoring plan is not in accordance with the monitoring methodology applied to the registered project activity, the DOE shall request a revision of the monitoring plan (EB 26, Annex 34, paragraph 2).
However, any revisions to the monitoring plan must be approved by the Chair of the Methodologies Panel in consultation with the Chair of the Executive Board:
Project participants may only apply a revised monitoring plan once it has been accepted by the Chair of the Methodology Panel in consultation with the Chair of the Board in accordance with this procedure (EB 26, Annex 34, paragraph 3).
The procedure for revising a monitoring plan is as follows:
- The DOE shall prepare and submit to the secretariat via a dedicated interface on the CDM website a validation opinion including information on how:
- the proposed revision of the monitoring plan ensures that the level of accuracy or completeness in the monitoring and verification process is not reduced as a result of the revisions;
- the proposed revision of the monitoring plan is in accordance with the approved monitoring methodology applicable to the project activity
- the findings of previous verification reports, if any, have been taken into account.
- The secretariat shall carry out a completeness check of the documentation submitted and when deemed complete assign the proposed revision to a member of the Registration and Issuance Team (RIT) to prepare an appraisal.
- The appraisal shall be submitted to the secretariat within a period of 10 days, and forwarded to the Executive Board within one working day.
- The proposed revision of the monitoring plan shall be considered by the secretariat in consultation with the Chair of the Methodology Panel and the Chair of the Board
- If accepted, the revised monitoring plan shall be displayed on the project page on the CDM website (EB 26, Annex 34, paragraphs 5-9)
