Sustainable development

Encouraging sustainable development in non-Annex I Parties is one of the core objectives of the CDM.  Article 12(2) states:

The purpose of the clean development mechanism shall be to assist Parties not included in Annex I in achieving sustainable development and in contributing to the ultimate objective of the Convention, and to assist Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments under Article 3 (Kyoto Protocol, Article 12(2)).

It is up to each host Party to determine whether a particular project activity does contribute to sustainable development:

The Conference of the Parties,

Affirming that it is the host Party's prerogative to confirm whether a clean development mechanism project activity assists it in achieving sustainable development (17/CP.7, preamble).

Receipt of confirmation from the host Party that the project activity contributes to sustainable development is a requirement for validation of all project types:

The designated operational entity shall: ...

  1. the designated national authority of each Party involved, including confirmation by the host Party that the project activity assists it in achieving sustainable development (3/CMP.1, Annex, paragraph 40(a)).

The designated operational entity shall: ...

  1. Prior to the submission of the validation report to the Executive Board, have received from the project participants written approval of voluntary participation from the designated national authority of each Party involved, including confirmation by the host Party that the project activity assists it in achieving sustainable development (4/CMP.1, Annex II, paragraph 23a)).

The DOE shall:

  1. Prior to the submission of the validation report to the Executive Board, have received from the project participants written approval of voluntary participation from the designated national authority of each Party involved, including confirmation by the host Party that the proposed afforestation or reforestation project activity assists it in achieving sustainable development (5/CMP.1, Annex, paragraph 15(a)).

The DOE shall:

  1. Prior to the submission of the validation report to the Executive Board, have received from the project participants written approval of voluntary participation from the designated national authority of each Party involved, including confirmation by the host Party that the proposed small-scale afforestation or reforestation project activity assists it in achieving sustainable development (6/CMP.1, Annex, paragraph 15(a)).
