CDM Assessment Team
CDM Assessment Teams are ad hoc teams established to undertake assessments of applicant entities (AEs) seeking accreditation and designation. CDM Assessment Teams prepare assessment reports of AEs for the CDM Accreditation Panel and conduct spot-checks of designated operational entities (DOEs) to ensure ongoing compliance with the CDM rules (EB 9, Annex, paragraph 2).
CDM Assessment Teams are chosen by the CDM Accreditation Panel according to the relevance of their experience in relation to the scope of the assignment and taking into account issues of consistency of assessment (EB 9, Annex 1, paragraph 5).
CDM Assessment Teams operate under the guidance of the CDM Accreditation Panel (EB 9, Annex 1, paragraph 5).
The CDM Assessment Team has also been referred to in earlier Executive Board decisions as the CDM Accreditation Team, the CDM Accreditation Assessment Team and the CDM Ad Hoc Accreditation Team. However, terminology has now been standardised and it is now widely referred to as the CDM Assessment Team (CDM-AT).
Role of the CDM Assessment Team
CDM Assessment Teams carry out the main assessment of applicant entities. To perform this function, the teams carry out the following activities, set out in EB 9, Annex 1, paragraph 3:
- A desktop review of the application and relevant documentation of an AE;
- Deciding on number of witnessing activities required and finalizing its work plan, in particular, for the witnessing activities with regard to the scope(s) and detail of the onsite assessment of the AE;
- On-site assessment of the office(s) managing the operations of the AE;
- Witnessing of the activities performed by the AE;
- Verification of the implementation of actions to address non-conformities;
- Preparation of a preliminary report on the assessment of the AE;
- Preparation of a final report;
- To conduct a spot-check assessment of a designated OE;
- Making recommendations to the CDM-AP on the above issues, as applicable, in accordance with" the Procedure for accrediting operational entities" (EB 9, Annex 1, paragraph 3).
The size and composition of a CDM Assessment Team depends on the characteristics of the applicant entity and the sectoral scopes for which it is applying (EB 9, Annex 1, paragraph 11) . Team members are selected by the CDM Accreditation Panel from a database containing a roster of experts maintained by the secretariat. (EB 9, Annex 1, paragraph 2)
A team is comprised of a team leader and at least two additional members, and an observer may also be attached to the team. Both leaders and members may be chosen again for a subsequent team (EB 9, Annex 1, paragraph 7).
Members of CDM Assessment Teams are paid travel costs and a daily subsistence allowance when attending meetings or undertaking assignments in accordance with the UN rules and regulations. Members are also paid fees as determined by the CDM Executive Board (EB 9, Annex 1, paragraph 13).
Members of a CDM Assessment Team must fulfil the basic eligibility requirements, and any additional competencies are taking into account when selecting the most appropriate team for a particular applicant entity (EB 9, Annex 1, paragraph 2).
The team must collectively meet the following competency requirements:
- Being familiar with relevant legal regulations, procedures and requirements related to accreditation, spot-check/surveillance, re-accreditation, suspension or withdrawal, as applicable, to the OE under the CDM and have a thorough knowledge of the relevant methods and documents;
- Having appropriate technical knowledge of the specific sectoral scope for which accreditation is sought and, where appropriate, the associated procedures and potential for failure;
- Having a degree of understanding sufficient to make a reliable assessment of the competence of an AE to operate within its requested scope(s);
- Being able to communicate fluently, both in writing and orally, in English and if possible the operating language of the AE to be assessed;
- Leading the team and managing the assessment process (EB 9, Annex 1, paragraph 10).
Individual members must also have the following competencies:
- Have (i) demonstrated relevant working experience of at least two (2) years in accreditation and/or (ii) training in management system auditing and at least twenty (20) work days of auditing within a period of three years and/or (iii) scientific/technical background relevant to the scope(s) of the assignment: at least two (2) years of relevant experience;
- Knowledge of the Kyoto Protocol and the mechanisms, in particular the CDM;
- Have appropriate drafting skills, operational and analytical skills, and the ability to work as a member of a team;
- Be free from any interest that may cause him/her to act in other than an impartial and non-discriminatory manner (EB 9, Annex 1, paragraph 8).
Team leaders must have the following additional competencies:
- Ability to lead an assessment team;
- Ability to manage the assessment process;
- Having experience as a lead assessor with an accreditation body and/or acquired sufficient accreditation experience;
- Being familiar with the procedures for accrediting operational entities under the Executive Board;
- Being able to communicate fluently, both in writing and orally, in English (EB 9, Annex 1, paragraph 9).
These requirements replace similar but less detailed guidance in EB 3, Annex 1, paragraphs 29 and 30.
