What is certification?

Certification is defined in 5/CMP.1, Annex, paragraph 31 as follows:

Certification is the written assurance by a DOE that an afforestation or reforestation project activity under the CDM achieved the net anthropogenic greenhouse gas removals by sinks since the start of the project, as verified (5/CMP.1, Annex, paragraph 31).

Certification is essentially the formal written confirmation by an independent auditor (being the designated operational entity (DOE)) that the greenhouse gas removals which are set out in the verification report were actually achieved. The key elements of certification are that:

  • it is a written assurance,
  • confirming that a project activity achieved removals of greenhouse gases during a specific period (usually the verification period preceding certification),
  • that is performed by a DOE.

Provided that the requirements of 5/CMP.1, Annex, paragraph 31 are met, the form and contents of the certification report are at the discretion of the DOE.

The certification report is considered to constitute a request for issuance of temporary certified emission reductions (tCERs) or long-term certified emission reductions (lCERs), as appropriate:

The certification report shall constitute:

  1. Where project participants have chosen the tCER approach to account for nonpermanence, a request to the Executive Board for issuance of tCERs equal to the verified amount of net anthropogenic greenhouse gas removals by sinks achieved by the afforestation or reforestation project activity under the CDM since the start of the project activity;
  2. Where project participants have chosen the lCER approach to account for non-permanence and:
    1. Net anthropogenic greenhouse gas removals by sinks have increased since the previous certification report, a request to the Executive Board for issuance of lCERs equal to the verified amount of net anthropogenic greenhouse gas removals by sinks achieved by the afforestation or reforestation project activity under the CDM since the previous certification;
    2. Net anthropogenic greenhouse gas removals by sinks have decreased since the previous certification report, a notification to the Executive Board of the reversal of net anthropogenic greenhouse gas removals by sinks that has occurred at the afforestation or reforestation project activity under the CDM since the previous certification (5/CMP.1, Annex, paragraph 36).

This decision applies to small-scale A/R (SSC A/R) projects also:

The modalities and procedures for afforestation and reforestation project activities under the CDM shall apply to small-scale afforestation and reforestation project activities under the CDM except for paragraphs 12-30 (6/CMP.1, Annex, paragraph 3).

However, in contrast to large-scale A/R projects, the DOE engaged to conduct validation may also conduct verification and certification:

The same operational entity may undertake validation as well as verification and certification (6/CMP.1, Annex, paragraph 1(e)).

A single designated operational entity (DOE) may perform validation as well as verification and certification for a small-scale afforestation or reforestation project activity under the CDM or for bundled small-scale afforestation and reforestation project activities under the CDM (6/CMP.1, Annex, paragraph 12).
