Deviations to monitoring plan

In certain circumstances, project participants may be temporarily unable to monitor the CDM project activity in accordance with the approved monitoring plan or methodology. If such a deviation occurs the project participants are required to:

  1. describe the nature, extent and duration of the non-conforming monitoring and the proposed alternative monitoring of the project activity in the monitoring report. (CDM Project Standard, paragraph 209)

Under the CDM Project Cycle Procedure, a temporary deviation from the approved monitoring plan or methodology will normally require approval from the Board. The project participants have the discretion to request approval prior to verification. (CDM Project Cycle Procedure, paragraph 130)

However, if a designated operational entity (DOE) determines that a temporary deviation has occurred during a verification period or is asked to validate a temporary deviation by a project participant, then they are required to gain approval from the Board for such a deviation. (CDM Project Cycle Procedure, paragraph 133)

Certain temporary deviations from the approved monitoring plan or methodology do not require prior approval by the Board. For example, if project participants have temporarily not monitored parameters related to baseline GHG emissions or are unable to produce evidence related to such monitoring, prior approval by the Board is not required as long as the project participants report these parameters as zero. (CDM Project Standard, Appendix 1)

Comparison between requests for deviation and requests for revision of the monitoring plan

A request for revision of the monitoring plan is a formal request to the CDM Executive Board to revise the monitoring plan to comply with the monitoring methodology or to improve accuracy and/or completeness of monitoring.

A request for revision of the monitoring plan requires:

  • a request for revision of monitoring plan form;
  • a revised PDD with a revised monitoring plan (in clean and track change versions);
  • the DOE's validation opinion; and
  • other relevant documents;

and is submitted via a dedicated web interface.

A request for deviation from the monitoring plan is a formal request for guidance from the CDM Executive Board regarding deviations from provisions of the registered project documentation for the verified period only.
