Role of the coordinating/managing entity

The rules for creating a Programme of Activities (PoA) introduce a new concept into the CDM system - the coordinating or managing entity. This entity is responsible for proposing and overseeing the PoA:

A PoA shall be proposed by the coordinating or managing entity which shall be a project participant authorized by all participating host country DNAs involved and identified in the modalities of communication as the entity which communicates with the Board, including on matters relating to the distribution of CERs (EB 32, Annex 38, paragraph 4).

There do not appear to be any restrictions on who can be a coordinating/managing entity beyond the requirement that they must be a project participant. According to the previous guidance within EB 32, Annex 38, paragraph 1, the coordinating/managing entity "can be a public or private entity". This is also alluded to in EB, 47, Annex 29, paragraph 3.

The coordinating or managing entity has a number of obligations, including:

  1. development of a PoA Design Document (CDM-POA-DD);
  2. development of the PoA-specific CDM CPA Design Document (CDM-CPA-DD);
  3. obtaining letters of approval for implementation of the PoA from each Hosty Party and Annex I Party involved in the PoA;
  4. obtaining letter of authorisation of its coordination of the PoA from each Host Party;
  5. submission of the above design documents to a DOE;
  6. during the life of the PoA, maintenance of all monitoring reports of all CPAs in accordance with record keeping systems outlined in the CDM-POA-DD;
  7. during verification, provision of all monitoring reports requested by the DOE; and
  8. submission of requests for forwarding of CERs issued in accordance with the Modalities of Communication as agreed between project participants. (EB 47, Annex 29)
