Revisions to monitoring plan

The modalities and procedures for each project type permit revisions to monitoring plans in order to improve the accuracy and completeness of the monitoring data:

Revisions, if any, to the monitoring plan to improve its accuracy and/or completeness of information shall be justified by the project participants and shall be submitted for validation to a designated operational entity (3/CMP.1, Annex, paragraph 57).

In addition, the CDM Project Standard makes provision for permanent changes that prevent the implementation of the approved monitoring plan and permanently prevent the project activity from being monitored in accordance with the applied methodology. In those circumstances the project participant shall:

describe the nature and extent of the non-conforming monitoring in a revised PDD and the proposed alternative monitoring of the project activity. (CDM Project Standard, paragraph 218)

If these permanent changes occur or are discovered during verification, the project participants are required to inform the designated operational entity (DOE) conducting verification. However, if they occur prior to verification the project participants may request that a DOE assess the proposed alternative monitoring of the project (CDM Project Standard, paragraph 219).

Approval of permanent changes

Under the CDM Project Cycle Procedure, project participants have the discretion to submit a request for approval of permanent changes to a monitoring plan or methodology prior to verification (CDM Project Cycle Procedure, paragraph 130).

However, at verification, if the DOE discovers that permanent changes to the approved monitoring plan or methodology have or are expected to occur then the DOE is required to submit a request for approval to the Board prior to the submission of a request for issuance. The DOE is also required to submit a request for approval if a project participant requests that a DOE conduct a validation of the permanent changes to a monitoring plan or methodology. (CDM Project Cycle Procedure, paragraph 133)

A request for approval of a approved monitoring plan or methodology must contain:

  1. A duly completed "Post-registration changes request form" (F-CDM-PRC);
  2. An assessment opinion on the changes by the DOE prepared in accordance with the "Clean development mechanism validation and verification standard";
  3. A revised PDD (in both clean and track-change versions);
  4. Supplemental documentation, as appropriate. (CDM Project Cycle Procedure, paragraph 139)

The above documentation is then submitted to the secretariat which is responsible for conducting a completeness check within seven days. (CDM Project Cycle Procedure, paragraph 141) If the application is complete, the secretariat shall, within 14 days, prepare and send to the Board a summary note on the request including a recommendation on whether to approve the changes or not. (CDM Project Cycle Procedure, paragraph 144)

If no objection is made by a Board member to the secretariat's recommendation within 20 days of the Board receiving the summary note, the recommendation on whether to approve the changes shall be deemed to be accepted. If an objection is made, then the request shall be put on the agenda of the next Board meeting a resolved through a decision of the Board. (CDM Project Cycle Procedure, paragraph 148-152)

When a decision is made the secretariat informs the DOE and the revised monitoring plan is made publically available. (CDM Project Cycle Procedure, paragraph 154)
